Whilst there is undoubtedly an element of kite flying in this story, one version of events is that a process of due diligence is under way. The Russians are believed to have been interested for some time, but one stumbling block has been the asking price.
Usually well-informed sources are suggesting that the deal collapsed on Friday, so it looks as if the story is behind the curve of events.
