The Non-League Paper reveals this morning that discussions have taken place about Southampton joining the Football Conference should the club collapse over the summer. Football rules require that a club drops two divisions if it re-forms.
Should that happen, presumably the club that finishes third from bottom in the Championship would escape relegation. No help to Charlton, of course.

Just read Sunday times Rich list and in Championship Owners section it has Trevor Hemmings worth £300m with interests in PNE and CAFC.
Is this correct?

If Southampton drop into the Conference (Blue Square Premier) then that League has one team too many and Division One is one short.
The most obvious solution would be for the 21st placed team in Division One and the 23rd placed team in Division Two to be reprieved. A very lucky break for them, especially Chester City.
On the second point, I'm not sure the authorities would want a solution involving two clubs. On the first, Hemmings has a very small stake in Charlton.
